Overview:

The Oak Ridge Leadership Computing Facility is a DOE National User Facility that provides an advanced ecosystem of unique computer hardware and software to allow researchers to address the worlds most challenging problems through computer modeling simulation and data analysis. In 2021 the OLCF will deploy the nations first exascale-class computer for open research.

The Oak Ridge Leadership Computing Facility (OLCF) Project Director is responsible for the execution of the next OLCF project to deploy leadership-class computers filesystems and infrastructure in the 2026 timeframe. The OLCF Project Director will ensure that the project is managed to meet or exceed DOE and Oak Ridge National Laboratory standards for project management and that the project is completed within approved baselines. The project director will work with the OLCF Program Director to ensure the project has the appropriate resources and funding for success. The OLCF Project Director will work with technical teams researchers computer vendors and construction managers to design and execute project plans to design prototype and evaluate next-generation software and hardware technologies and to construct the data center and power and cooling infrastructure required to operate leadership class computer and data storage.

This position is part of the National Center for Computational Sciences (NCCS) which provides state-of-the-art computational and data science infrastructure for technical and scientific professionals to accelerate scientific discovery and engineering advances across a broad range of disciplines.

Major Duties and Responsibilities:

  • Support timely and accurate communications with DOE stakeholders.
  • Create project plans that inform the time funding and resources required for successful project completion and clearly communicate these requirements to the OLCF Program Director.
  • Execute projects within the DOE approved baselines and to DOE standards for project management such as DOE Order 413.3b.
  • Execute projects in accordance with ORNL project management standards and approved Earned Value Management System.
  • Plan and host DOE independent reviews and assessments of OLCF projects and ensure successful outcomes.
  • Work with a variety of technical teams computer vendors and construction managers to coordinate the building of first-of-a-kind computers data storage and software and large-scale power and cooling infrastructure to support a highly efficient data center.
  • Support the OLCF Program Director in the development and communication of OLCF plans and budgets.
  • Support the NCCS Division Director and the OLCF Program Director in the implementation and execution of OLCF and ORNL mission and goals.

Basic Qualifications:

  • BS degree in a computer or computational science or engineering discipline
  • 10+ years of related experience
  • 3+ years of experience managing technical teams

  • Demonstrated natural problem-solver with exemplary communication skills and the ability to work with a broad spectrum of contributors and stakeholders to establish and achieve complex goals in a fast-paced environment.
  • 5+ years of experience managing research computing projects.
  • Experience managing technical projects with a cost of $10M or larger.
  • Experience managing research computing projects within the DOE laboratory system.
  • Experience with DOE Order 413.3 compliance or earned value management systems.
  • Experience leading multidiscipline teams to accomplish highly complex technical objectives.
  • Demonstrated ability to negotiate and manage high-value contracts with technology vendors.
  • Demonstrated ability to work with U.S. Government program managers.

Special Requirements:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
